No it's not the lock 
The lever moves normally (not frozen up) but the loader won't move at all in response.
Also absent is the "hissing" noise from the hydraulic box area that is apparent when the lever is moved normally.
Everything else on the tractor is working fine, except the steering is a bit "jerky" -(Could use ideas on that also!) I checked the fuses, as I wasn't sure if it is a purely mecahanical valve assembly or also solenoid-type electric. I am wondering if the valves inside the control/distribution/whatever you call it box might be frozen, but like I said, the lever moves normally.
Any ideas appreciated. I was going to heat the box area where the aux lines come from, but all I have is a torch and didn't want to damage any seals. Temps have been in the high teens at night lately.
