Couple basic questions about JD 650
Does anyone who has used one feel its too underpowered?
Can someone point me to a site where I can find the specs?

I have a JD Model 670, the next generation up from your tractor, with three cylinders instead of two. For me, the tractor is just the right size. I can shred anything my pasture has to offer with a four-foot shredder and I can also mow the lawn with my four-foot finish mower which fits between trees, bushes and fences and which doesn't rip up the lawn. I use a 30-inch rear scoop to transport dirt and gravel and I have a Valby chipper which I use for brush and branches up to 4 inches or so. The Model 670 has turned out to be just the right size for me.

I have a front blade and subframe for the 650 for sale if interested. it's a model 365

Also another question- Can an FEL be put on this tractor?

It sounds like you need to sit down with a John Dealer that you feel comfortable with. I believe that a FEL was available, but I can't imagine that it is still being produced for a discontinued model. You're probably going to have to starting looking for an after-market product. By the way, the John Deere Customer Service number is 1-800-537-8233. They're not as helpful as a person might want. They first expect you to contact a local dealer and then they will attempt to answer questions the dealer couldn't handle.

I used to have a 650 with a fel, backhoe, 5' finish mower, post hole digger,box blade. It was a great little tractor. I wish I still had it. It might have been small, but it would do anything I asked of it, might need 2 bites instead of 1, but I never found a job it wouldn't do. I have 10 wooded acres, about 5 in grass.
