I have a 790 4wd and it seems to only pull with two tires at a time, ( front left & right rear or front left and left rear) but it sure isnt true 4wd.

Is this the way it's supposed to work on a 790?

Yep. Both the front and rear diffs are open style diffs. You realize that you have a foot pedal for locking your rear diff though don't you? You don't want to use it all the time though, since it will wear the rear end much faster. Stopping or slowing greatly and then stepping on it when one rear wheel is spinning, it will help quite a bit. However, don't step on it while the tractor rear end is under load, or the wheel is spinning quickly. If the front were a locked diff, you couldn't steer it. Some brands of CUT's are now coming with limited slip front diffs, which Deere should have been doing for a long time. They make the machine pull just that much better.
