Mr. Ohm didn't just have a good idea, he had a law :^)
It is possible that you readings were indicating a good cable with the microamps of current from your volt ohm meter but when you tried to pull hundreds of amps through the bad spot with high resistance the voltage drop was too much to allow the starter to function.
