Head gasket is most likely problem. Also could be cracked head or cylinder liner. Combustion pressures are much higher than coolant pressure, so it is possible to have compression leak into cooling system without coolant getting into crankcase or exhaust.

The 950 manual I have says that you need to remove all injector assemblies, then remove the pre-combustion chambers from the 2 cylinders, "not being tested" prior to testing the 3rd cylinder. Could this be why your psi readings are lower than stated in the manual?

Surely they would have replaced the gasket (or at least inspected it) prior to reinstalling the head.
