Like Mike said previously, the ring gear have tooth with rush almost all the with of them. We can see only 1/8 in of pignon contact area, add the 1/4 in of missing travel and you get full engagement. If you still use it this way you will need to split the tractor for a new ring gear soon.
It look like that, on these tractors, even the most reliable part supplier can be fool by what it is on hand the day it was assembled.

Last update here since I got it going. It turned out to be the wrong starter. Got a replacement and she starts right up.

Glad you got it running.
The wrong starter was starting to spin, just when the pignon was close to engage in the ring gear tooth. The selenoid should energize the starter motor only when the Bendix pignon is mesh in the ring gear.
