Isn't the 354 power steering powered by a separate PS pump?


Not on mine. Only one pump as shown in the diagram at the start of the thread.

Because the strong-arm steering works, I'm guessing the steering cylinder and the steering gear box are fine. I am thinking some of those missing chunks of pump seals are lodged in the diverter valve. There does not seem to be any rebuild kits for those so I am not sure if I can get it apart.

Has anyone taken the diverter valve (priority valve?) apart?

Got a pic of your diverter/priority valve? They typically have a large hex head cap on one end. Just unscrew it and use a magnetic pickup/retrival tool to pull out the sliding piston. The only seal is at the cap(and the fittings), and is probably an Oring or an oring face seal(ORFS)/Oring washer. Shouldn't be anything inside but the piston and bore like in a spool valve. Crap in there might keep a port from flowing or the piston from sliding when it detects flow out to the steering...
