Don’t unhook any springs or anything just take deck off if you can.

Where is the belt rubbing the paint off the deck? If it's at the rear of the deck between the end spindles.....that's to be expected since it has no support in the middle of the span.
You might unhook the spring on the idler pulley and confirm that it moves freely or maybe the belt has stretched to the point the idler can no longer apply tension.
Just a thought.

When did your problem start ? Did you just by the mower in that condition ?
Are you 100 % sure that the belt that is on your mower now is the correct length and width of belt for that mower ?

What model is your deck? Can the tension spring be seen with top shields in place? Reason I ask is a friend has 1023e and I could look at his deck, if it's the same one you have. His is a 60D IIRCC.

It looks like the part 29 the spring hooks to near the idler is on wrong. It should NOT be between part 24 and idler, BUT on TOP of part 24. spring hook UP NOT down as in your pictures (which are upside down) in you post of three pictures
It also looks like part 29 has a "bump" stamped at the end (opposite the spring hooks to) that mates to the notch on part 24 to prevent it from pivoting on the spindle bolt.
