No it can happen anytime engine is attempted to be started.The hyd's slow down starter speed from hyd pump trying to pump oil while engine is being started. Problem is on an engine at operating temp it's more difficult to turn over than a cold(cool) engine. Let me clarify this is down to about 50 degrees. Below 40 degrees then the ambient temp enters into the picture. By chance do you understand operation of closed-center hyd's on a JD? Diagnosing CC hyd will give you grey hair.
