Needing some help with a tractor I just bought, pto will not engage with clutch pushed in, supposedly has a new clutch installed, I have tried in every gear, only way is to engage with engine off, but Im afraid that may do damage to starter, there is about 2 of slack in the clutch pedal before it starts to engage clutch, which I think is about right, any help will be gentle appreciated.

Lever is for draft control L=load,D=depth L/D is setting in between L & L/D are utilized for plowing with implement on 3 pt all other task should be performed in D. I think to need to lower clutch pedal free travel to 1''. Thing on dash is for spraying starting fluid into after removing both caps for cold starting aid& L/D
