Because the tractor still drives. There is a valve called the charge pressure controll valve it is used to block oil from going to the steering in the event that the charge pressure is below 285 lbs.
This is the only valve that will prevent oil from going to the steering.
Because your machine drives. This is not the case.

gentlemen, I have tried everything on the page with no resolution. One difference is mine will not steer either. Fluid is new, filter is a JD, I have taken everything apart and everything seems to be as it should. Please give me an idea of what I should try next.

1997 JD 445.....1400 hours

Tell us what you tried. I'm thinking you missed something, so let us know when (the before and after functions) any failure started happening.

With enough info, someone on the great TBN may be able to "steer" you right (no pun intended ;) )

fluid is changed, with a new filter, the valves at the front left foot have been taken apart and cleaned, top and bottom bolts heads and both pieces on the side. Hoses look good. when starting and running with the front end on a jack no steering at all and sometimes very little steering. Very inconstant. Sometimes I hear an abnormal noise coming from the pump. Thats pretty much where im at now. The fender is off so I have great access to everything.

Where are you located?

On the drawing, 1, 1 ,4 and 7 Have taken apart and all seems to be good. I cleaned up real well and reassembled.

Earlier in this thread, it was recommended to to check them to make sure they weren't froze up

OK not having looked at all the post here, and seeing as you have checked all the likely suspects, perhaps you have a hose that has a broken inner lining that is jamming up the oil flow.

Happens a lot on auto brake hoses. I have had it happen to me on several occasions, driving along and smelling hot brakes and thinking it's the guy ahead of me, only to find out it's me after I stop.

Have you tried changing hoses?
