john Deere 640 hay rake gearbox trouble

Having trouble with our hay rake the reel hesitates anybody have any ideas/solutions?

Teeth on clutch hub(parts key #10) & gear(parts key #9) are worn. I have seen them built up with a welder and ground to engage better.
