Do you have swappable 540/1000 rpm pto? If so, it is possible you have a gear problem.

What type possible gear problem are you referring to?

I went and looked at the manual. I was off on my pressure spec. It calls for 165-185 psi so what you have is good. I was thinking of newer model specs. I would recommend keeping the gauge in while you are running the mower and see if the pressure drops when the pto slows down. If pressure stays good then the clutch is bad. One other thought. Do you have swappable 540/1000 rpm pto? If so, it is possible you have a gear problem.

With pressure at spec I would agree PTO clutch pack is worn and slipping under load.
By gear problem are you referring to the PTO shaft not being long enough to fully shift the gears? I've heard of adding a little weld to the end (of the PTO shaft) to fix this.

I believe I do have a swappable 540/1000 PTO, which I have set up for 540. I had the shaft out a couple of years ago to change the seal, but am not absolutely certain. I did leave the gauge in and pressure stays up when I slow down. So, I know the rear housing is big and bulky, which I can handle, but is the clutch changing job otherwise complicated? Thanks again

So is it a matter of just changing clutch plates in the clutch assembly, or is it more complicated than that?

Pto clutch might be accessed without splitting tractor but without TM I can state for sure.

If you have the swappable shaft, try removing the shaft and then super glue a penny to the 1000 end before you put it back in, This will shift the internal linkage a little further. then try running under a load again. If the pto works well this way then the linkage inside is worn and not engaging the gears properly. If there is no difference, then the clutch is probably worn out. Either way, the rear pto housing needs to be removed to repair. If you disassemble the clutch, I would replace all of the clutch disks and also replace the seals on the engagement piston #2 and 7 and sealing rings #6.

Using a penny to engage the pto a little further reminds me of using that trick on the older model 3010/4010 RC tractors built back in the early 60's.

Actually, the shifting mechanism is similar. Only now the shaft is not bolted on which caused alot of grief on the 3010 and 4010.
