Hello Marty6645. Quick answer, Does voltage mean the relay is good. NO. The points in the relay could be burnt, causing low curent flow. You could have a bad ground, bad wire conection, falty swith. There is two ways to test your glow plugs. One. Use an amp meter, or, two, replace the relay with a good knowen one. But as stated earlyer in this post, you must first and formost, make sure that the battery is good, and clean, including the ground to the frame. Your battery must have ample curent flow, or all test that you do will not be conclusive. Most starter - battery problems show up when it gets coold out, because of the extra demands to turn the cold engine over.
