John Deere 790 won't Start

I have a John Deere 790 that will not start. I have replaced the battery, and negative terminal. I have taken the starter off and tested it by jumping it and it worked good as well as the starter celinoid. When I go to start it a clicking noise coming from somewhere on the left side of the tractor happens and then nothing. The noise is not coming from the starter. I have tested battery at starter and I have almost 13 amps there. Anyone have any ideas on what it is, or where else I can check?? I'm Stumped.

The clicking noise is the fuel shutoff pulling out to enable fuel. I'd guess a safety is open: must be in neutral, weight on the seat, pto1 or pto2 is engaged. Flip the seat forward and pull the safety switch up. Then it may crank without having to be on the seat. Physically check the safety switches to see if a stick, rocks or dirt has them stuck.

I know of the safety switch under the seat, what and where are the other safety switched?

There is going to be a Seat safety, PTO safety and a N safety switch.

My 4310 had a similar issue that ended up being the N Safety switch. What I ended up doing was using a paper clip to make a jumper between the switch to bypass the switch.

As posted earlier it is definitely a safety switch. Start using the multimeter with the setting to 12v and testing the safety switches. They should only have 2 wires and probe each wire to make sure 12v is going in and 12v is coming out of the switch.
