ok here is another twist lol... I was just out cleaning up leaves and used the machine to pull my wagon so I could dump the leaves. I figured for ***** and giggles let me see if it works. I pulled the PTO switch , fuse did NOT blow but blades were still not moving. With the PTO switch engaged I put the machine in reverse and it sounded like it was ready to stall out so I pressed the reverse button which keeps the blades moving in reverse and it did not stall out

Don't put an over-sized fuse in there or you could damage some wires, switch or have a fire, IF the clutch is about shorted.
It will get worse if the problem is the clutch.
I suggest you put an undersized fuse in there and pull the PTO switch to see if it blows instantly.
This will narrow the problem down to the circuit. (Wires or the clutch.)
