If it still starts slow when jumping directly to the starter, it's definitely a bad starter. I would remove it, test with jumper cables, and if you are a Mr. Fixit type, disassemble and try and find the problem, dirt, rust, siezed bearing, bad brushes, etc. or take it to a rebuilder.
