I am pretty sure it does, maybe I was thinking the newer models does like 23 series and up, but I am thinking there is no way kubota would ship one without a safety seat switch even on something that old. Its sold in the usa afterall and the overdo of safety has been around for quite awhile. A simple look under the seat would tell you if there is one or not. perhaps the previous owner took it out. I just dont feel safe with pto running with you getting up from the seat AFTER you engaged the pto. You can bypass it by putting the seat up before starting pto. For this to be bypassed just perplexes me and this might be the reason why you are having issues now if it been modified. Hopefully someone with a 22 series BX can confirm my thinking here or correct me.
