I had a 1985 Ford 1310, similar to yours only smaller and it needed to be preheated (glow plugs) even in summer. Once it ran for 10 or so minutes you could could then shut it off for an hour or so and it started right up with no preheat .
Glow plugs for me too year around to start.
When real cold I warm them up twice. Don't force the levers . As stated move forward or reverse a bump to engage. May even want to wet
All moving parts down with wd40 . PO may have not used very often . And Grease fitings often.
