I'm reading through the carb details re the Command carb - what a great write up. Part of me was planning to go back to my Original carb and make sure everything was clean and set correctly, (which I may do shortly), but it occurred to me that the new carb on there ---- maybe it just needs the idle fuel mixture adjusting screw adjusted.... Gonna try that and if no improvement, then go recondition original carb. This may be helpful for you. I see they have the Command carb at the bottom which shows a model w/ an accelerator pump but hopefully similar enough to get the idea how it works. Typically a surge that goes away under load is considered a low speed circuit issue as Randy has pointed out. Consider too that intake gaskets and seals can play a part as well. https://outdoorpowerinfo.com/repairs/#id_kohler
