I'd also check that the vent on the fuel cap or tank vent ( which ever it has) is working.

I have to tell all who helped me, esp. TnAndy, that I finally got up to where the tractor is (three hours away) and was able to drain the tank, and at the bottom was a small capsule shaped piece of plastic which was heavy enough to stay at the bottom of the tank. I have NO idea how it got in there, but was able to remove it. The rest of the fuel had only teensy debri, not blocking. Once the 'capsule' was out, the tractor with new fuel is up and running very smoothly. So, thanks to all the responders who helped me through the problem.
