That's a common problem with those tractors. By the time the voltage gets back to the solenoid after passing through all of the safety cut-outs, the voltage is too low to activate the solenoid. The fix is really simple. install the John Deere Starting Improvement Relay Kit - AM107421. It's about $32.00 and works perfect. In fact the color coded wires matched my Kubota B2100 color scheme, which is weird since it's a John Deere part.
