It sounds to me like it needs a gentle nudge to get it unstuck. Pretty easy on an open station to remove the dash panel from the tractor and then the instrument cluster from the inside of the dash panel. A cabbed B3030 may be more difficult.
I'm curious how the needle got max'ed out in the first place. You say you were starting the engine when it happened. Isn't the gauge's max rpm 3000 or even more. I've seen car tachometers jump to the max when turning the ignition to 'ON' but I don't think my Kubota does that. Or maybe it does and I just haven't noticed.
