Kubota F1900 PTO does not engage

On my Kubota F1900 PTO does not engage. I start the machine, hydrostatic works, hydraulic lift works but front PTO does not engage. What can be the problem?

Low fluid level. Check the dip stick under the flap between the seat and steering wheel.
