Start with the cylinder velocity / flow test first. It is simple and you don't need any wrenches, just a tape measure and stop watch. If cylinders are not traveling at the speeds show below you have a flow issue. You/we will then have to start eliminating possible flow leak paths.

Does the FEL lower properly and does the bucket dump properly? If no then I would look for a restriction in your tank line from the loader valve.

If the FEL control is shifted fully would the 3PH have any effect on the loader operation? Wouldn't all of the flow now be directed to the FEL and returned via the tank line with no flow going to power beyond?

Cylinder velocity for reference @ 9.5 GPM: Figuring 2 cylinders
2 inch bore = 5.8 IPS Inches per second
2 1/4 bore = 4.6 IPS
2 1/2" bore = 3.7 IPS
3" bore = 2.6 IPS

This should be done at nearly full rpm and with the tractor well warmed up? right?

If speed is not correct at full throttle try running the tractor at 3/4 throttle and half throttle to how much the speed changes. If the speed doesn't change from full to 3/4 throttle this would suggest there is a restriction limiting the amount of flow available to the FEL.

Is there a way to know the cylinder bore? Can I just measure the rod in the cylinder? Can I find it documented somewhere?

I am correct in thinking that the spools themselves should have stops so they cannot over travel even if the lever could, right?

Yes measure the rod/shaft.

The spring and spring stops are the limiting factor on the spool travel if things are working right.

If things come loose or break, you could have over travel.

Just remove the cans on the bottom of the valve and inspect things. While the cans are off, move the lever and see if there is equal movement.

Item #7 keeps the spring and stops on the spool. Remove #7 and the spring stops come off and the spool can be removed from the valve.

If the springs are weak or broken, you will not get full travel or centering.

If the holding screw is loose or backed off the spool end, you will not center or get equal travel.

understood, I plan to do some work on the tractor on sat and will check all of this out.

In the drawing you linked to, what is the asembly indicated by parts numbered 24-27, should I have any concern for those parts on my valve?

That was just a sample valve, to show the spring location and how it might affect lever position. .

The numbers you pointed out is the load check and shouldn't affect the mechanical movement of the spool.

If the valve works correctly with out the cover, then the cover is maybe interfering with the lever.

Take some pictures when you remove the cans on the bottom of the valve. Maybe a video showing the movement of the spool.

ok, will do. Yes I know its just a sample valve, but my valve has load checks things as well, I don't know what they do, is why I asked about them.
