Start with the cylinder velocity / flow test first. It is simple and you don't need any wrenches, just a tape measure and stop watch. If cylinders are not traveling at the speeds show below you have a flow issue. You/we will then have to start eliminating possible flow leak paths.
Does the FEL lower properly and does the bucket dump properly? If no then I would look for a restriction in your tank line from the loader valve.
If the FEL control is shifted fully would the 3PH have any effect on the loader operation? Wouldn't all of the flow now be directed to the FEL and returned via the tank line with no flow going to power beyond?

2 inch bore = 5.8 IPS Inches per second
2 1/4 bore = 4.6 IPS
2 1/2" bore = 3.7 IPS
3" bore = 2.6 IPS
