A number of years ago I was in Great Falls MT and imagine my surprise when I was parked beside an ATV at a set of lights. According to one store owner that I talked to all they needed was a licence plate and a flag. They couldn't operate on freeways but any other highway was ok. He figured that the ATV didn't even need insurance. Someone from MT can correct me on this if i'm wrong.
Here in Alberta to operate on any public lands you need plates and liability insurance. There was an exemption for farmers that lets them operate on any three numbered highway (eg 855) for the purposes of farming. I don't know if that exemption is still there or not.
