I've only ever seen grade 2 bolts too. I don't have a chipper, but I have a cutter that has a shear bolt. The cutter is 6 feet and the tractor is 70hp, so it eats those bolts like candy. They're cheap though.
Shearbolts can be any design spec for which there is a bolt made, depending on application. Without knowing the machine's shearbolt specification, we can't say whether the grade 5 was correct or wrong. Under the circumstances, using a grade 2 bolt seems to be a better match for the input HP.
