lets start with the tractor model... La463 is a loader, not a tractor... possibles.. L2800, L3400, L3700su.. even some L3200 and L3800 had La463 loaders. Not that the tractors are much if any different in that lineup when it comes to the starting circuit.. How do you know for sure the new battery is charge up?. All connections are good and tight?. No corrosion on the connections. Ground connections is tight to frame. When you took off battery terminals. Are they possibly eaten up inside the polyvinyl wire coverings? and no actual good copper left?..Did you take a multimeter (voltmeter) and measure on top of the actual battery post's, not the battery clamps . and determine what the voltage of the battery is when someone else has turned the key?. Does it drop significantly? Lots of questions.. lots of reasons for a tractor not to start.. BUT. you have determined the starter itself is not defective.. so by definition then voltage or ground connection from the battery is not reaching the starter or it would roll over and crank the engine. Just because you hear clicking noises does not mean the battery will support high current to crank an engine. Start with the voltmeter measurement directly on the posts, note what it says. then have someone else try to start the tractor and read it again. Work you way outward from there. Or start on the starter and measure voltage and work that direction.

Can you jump it from a known charged battery?

One click and then nothing or multiple clicks?

When you get the electrical issue worked out, don't forget to bleed the fuel system or you'll just crank it until the battery is dead again.

thank you for the input--the battery being used is from my auto shop--fully charged with 800 cca. Starter tested good. leaving only connections or key switch to the solenoid. Will put the starter back in today and do a voltage drop on the unit. the unit was run out of diesel fuel then attempted to crank without bleeding the air out of the system-ran down the original battery.

thanks for the help--

starter checked good--using my auto battery--

so will do a voltage drop test on the unit--find out what is happening. can't bleed the system till I get the unit to turn over--
starter first--bleed second.
thanks for the assist

G'day make sure your terminals are clean and tight not just twisted on by hand. Also check the ground where it goes onto the frame/engine/body.

Grounds... years ago, a neighbor spent a fortune on starters and batteries for his PACE motor home... in and out of the shop...

Would start fine cold every time... after a long drive in hot weather it wouldn't... the last straw was the shop said the battery box was too close to the exhaust and this was the problem...

I was 14 year old kid at the time and had an extra ground strap from the Model A I was rebuilding... just for fun, I added the ground strap from a starter bolt to the the frame where the battery cable grounded.

Never had another problem and boy was he ticked at the shop and motor home dealer...

no electricity to the starter when key is intitiated --clicking noise is the fuel solenoid on the pump. getting kind of lost on this piece of machinery. without a wiring schematic--so I can find out what is going on--makes it tough--

You've got a computer
You've got Internet
You've got MESSICKS!!

They PROBABLY have your schematic ONLINE!!
Look under parts.

/edit
Also BUY the hardcopies from Messicks before your next problem crops up.

sorry bud--the schematics only show partof the controls--

not all the affecting segments. just talked to the coach (owner) seems he has had issues with unit before--didn't bother letting me or my ag teacher know.

the electrical diagrams are minimal

Check the solenoid!!

Sure acts like one of the safety interlocks is keeping voltage from reaching the starter.

On mine it has been either the seat of packed mud not letting the neutral indicator sense it was in neutral.

Is there a relay bad?

When ever I buy a tractor I put new battery cables and battery on it. That stuff goes bad and you can't tell by looking at it. A new battery is a quality of life thing, just get one. Then, if it acts up after a while you have charging issues. A bad circuit is like a wet sparkplug. It is almost impossible to believe how much negative effect it hjas.

+1

It's also hard to believe how little corrosion it takes to prevent the starter motor from turning. If the solenoid clicks but the starter motor won't run, I'd almost bet it's a bad battery cable or corroded terminal connector. Got that problem myself just now...

I agree with ultrarunner, I would follow the interlock diagram. Even these little switches go bad or get bumped out of position and dont close properly.
