Mowing kubota t1400 surging under load

i just bought a t1400 cheap in immac shape but when under load it surges, a little lazy and the exhaust glows red and blows flames out of the exh claened carb checked flywheel key but no diff the only thing i havent done is checked cam timing and valve adj the guy i bought it off spent 800 dollars to cure the prob at the local kubota dealer it worked good for a while and the started to do the prob again
