I am a safety consultant, and I am trying to help a client. He has the subject skid-steer loader that acts in the following way. The operator is seated in the machine, the key is off, the bucket is raised, and he is not touching any of the pedals. When he turns the key on, the bucket falls quickly to the ground. Is something wrong? If this is the way that it is supposed to function, why? What is happening?

Yes, there is definitely something wrong. It sounds like there's some sort of major problem with the safety interlock system to me.
