Just got my used 2006 tractor and tried to hook up the brush mower but the pto wouldn't engage. There is a 1.5 inch rubber boot attached to the pto handle on the bottom side. It is just floating in air. Any suggestions?

there should be a cable attached like HM said...

Look around for that... there is a known issue with that cable---
search here for it..

I did do a search before posting this but I guess I used the wrong words. I can see now that others have had this problem although some think it has been overstated. It may not make the radar screen at Kubota but it's a 100% problem for me. I have a 60 yr old Ford 8n with controls that work to this day. Is it not reasonable to think that a farm tractor should have a cable that will last longer than 3 yrs?
I'm not blaming the company or the tractor as a whole, I'm just surprised that this cable is that frail.

My PTO cable has been replace TWICE in 3 years, there is also a new and improved bracket for the top part of the cable assemble. The general consensus seems to be that periodic lubrication of the cable should help. I have made this part of my 50 hour service. I just use engine oil in a syringe.
It has worked fine since I started oiling it.
The fact that Kubota changed the design and has a service bulletin out tells us that they know about the PTO problems (cable and clutch)

I just returned from my friendly Kubota dealer that replaced my PTO cable for around $100. The biggest problem is borrowing a trailer and driving that rig 20miles, and then leaving it for a week. The mechanic said they have replaced a few cables but did not see it as a big issue.
I will get a syringe and keep this cable oiled on a regular basis. Thanks to all the responders and people in other threads who I have and will continue to learn from.
