Looks like you need to order a replacement, or see if you can do without it. The damper is only there to control the return to center, to allow the proper mix of coasting/stopping when you let off the treadle.

I had one get stuck on my last Kubota, due to binding in the mechanism, and that's when I had to educate myself as to the function of that mystery object. In my case, I was able to lube the mechanism and get everything back to working normally. It sure did make the treadle behave oddly. There is normally a mechanism linking the HST treadle, brake pedals, and cruise control lever, and if any of those functions sticks due to lack of lube, it can make the others behave odd. In my case, every time I was tapping the brake it was causing the cruise control adjustment to walk and eventually that made the damper stick in an extended position.
