Diagnosing the cause of low power hydraulics is pretty easily done on a stock tractor. There are standard places to check flow and pressure. Repairs might cost a couple of thousand and for that you would know exactly what to expect.
But first you need to see a mechanic's shop report showing the pressures and flow rates at the standard check points along with his best estimate.
