L4610 electrical issues

My L4610 does nothing when I turn the key over. Occasionally the dash lights come on but starter won't activate. Battery and starter tested good, replaced the ground. When key is turned off a odd buzzing sound comes from ignition. Also, jump starting does nothing to fix/resolve the problem. Any ideas.

Test light to small wire in starter, turn to start position (with safety switches satisfied), see if you get a light. Ign switch suspect if not. Is odd sound your fuel shutoff solenoid?
