Lane materials-gravel substitute

I was standing on top and motioned to the dozer man (track loader) to open the dam but to keep the material in the bucket in case we had to stop the flow. It ran for about 5 minutes and I felt the ground shaking so motioned for him to close it and radioed the flag people to stop traffic. I didn't actually see it slide into the road as I was making tracks in the opposite direction in case the whole hillside went. They tried several solutions to the problem and finally wound up with a series of concrete beam cribs, stepping down in a whole series of waterfalls. All done with a crane.

I have to put in a 2000 foot, ten feet wide lane. The gravel and trucking could run about $10,000. Is there any decent substitute? If a black top road was ground off would the asphalt give a decent base? Washer run etc. The top soil will be bulldozed out and I would like to have a 8 or 9 inch base initially. Thoughts or suggestions are welcome.
Also I need to string electric that far also, poles are cheaper but I can use schedule 40 PVC that is at least 2 1/2 in diameter. Any reasonable source for that also. Thanks
You don't indicate where you live. If creek gravel is available in your area it usually is significantly less expensive to use than traffic bound gravel and makes a great base.

I have also used large crushed concrete for a base 3-4" as well as 21AA for top coat. It was $5-10 per ton cheaper in my area than limestone. Neighbor put down the asphalt grindings over his base it turned out nice. The old asphalt was also cheaper than limestone

Couldn't read ALL the posts, but here in Southern Ohio, we can generally buy concrete mixer `wash-out'for very cheap, and it is great fill. Can be topped off with #4 Limestone and compacted. Unless you have a steep lane, this will work in a lot of applications. You might have to visit a few different concrete plants to get enough. don-ohio :)^)
