legal way to install 10k hitch on a rollback

just wondering about mounting a receiver to my towbar.it extends hyd. and has 3 pin holes for up and down.do u guys think it would be legal to weld a hitch to it?The cylinder holds the weight when towbaring but is also safety chained. I appreciate all views but PLEASE don't bash me for asking thanks Steve

Are you talking about attaching a class III hitch to a wheel lift? Or just the support bar that drops to the ground?

Something like this:
