Level of Hyd. fluid in lb1914

I have a LB1914 and it has the sight gauge on the side of the transmission.
When checking the fluid level do you do it with the engine running or off.
When it is off the fluid level is between the lines of the gauge, when it is running you don't see anything.

Most everything I have with sight glasses is checked with engine off.

Just wanted to make sure I was doing it right.
