Lift won't go down on TC29D

Hi I went to attach the snowblower to the 3 point and the lift would go up but at first it drifted down slowly but now it won't go down at all. I have read that there may be a lift lowering speed knob under the seat. Is there? I've also heard that there is some sort of hydraulic spindle that may have broken. Any ideas? The hydraulic fluid is fine and the bucket works perfectly.

Yes, the 3ph flow control valve is under the seat and has rabbit and turtle pics on it.

If the valve is all the way in (clockwise), the lower arms will raise, but not lower.
