I have never tried lights over water throughs but every light I have ever seen outside at night has attracted bugs. My Dad put LED bug lights in his pond to attract bugs to feed the fish. Fishing is great around lights at night.
The goldfish seem like a great inexpensive idea to counter mosquito larvae.

Our Great Pyrenees guardian dog and 2 of our cats drink out of the livestock tank with the fish with no problems. I had one large goldfish in my 80 gallon tank but a coon got him a couple of days ago. I have had coon dogs for the last 30 years but my last one died a few months ago. Guess I need to get another one.
I bought a few small goldfish to replace the larger one and added a concrete block and some pvc pipe for hiding places. I have never fed my fish but they grow very quickly and get very fat and keep all the mosquito larva out of the tank. I do get some algae buildup and have clamped a piece of treated 3/4" plywood over the center of the tank to keep the sun from making too much algae. The horses drink out of each end of the trough.
I have to clean my tanks about every 4 months and I add a little Novaqua water conditioner to the fresh chlorinated water and then put the fish back in.

Dang.. that's alot of cleaning!.. I clean my tanks out about every 2 years.. and that's mostly to get sane out from dirt horse mouths and dog paws!
