Hey Sandlot, mine did the same last weekend, when the PTO lever was in neutral, the shaft still spun. I could easily stop by hand (had rubber boot on it). I'm thinking just some friction or fluid flow of some kind.
Not sure if Jim's was doing in neutral or not.

Mine does this too. Seems there is a very fine sweet spot on the PTO lever. After playing with it and finding the spot, I set the mechanical lock to that position. But, over the long haul, I expect to have to readjust it over and over to keep it in the sweet spot. Spot is very small. But, like you say, it easily stops when held. I hope it's not a wear issue on the clutch.
