I agree that testing/troubleshooting is what needs to happen first.

I would have done that before even spending money to rebuild the cylinders the first time.

I'm not familiar with the layout of that skid loader, but do whatever is easier.

Pulling a load check out to check spring and to check for crud holding it open is easy IF you can get to the valve easily.

Swapping hoses with the tilt and/or doing a bypass test is also easy.

Whatever is easiest on YOUR machine (and again I am not familiar with) is what I would do first.
