There is really nothing to cylinders, especially ones this small. There are a couple primary things that can be wrong. The gland nut is too loose and needs to be tightened. Or the seal can be comprimised, often on new machines it is from paint on the rod that goes into the seal. Clean off the rod and install a new seal.

BUT, to install a new seal, the entire cylinder has to be taken apart. The seal is the last off / first on, unless the rod end can screw off, which is not typical on a welded cylinder. Since the dealer sent you seals, he is defacto authorizing you to repair it.
