One "way out" possibility. When I built mine I was using parts from work. Fired up first time and speed was so slow as to be almost not measureable. Checked the hydraulic fittings I salvaged from take-offs. Yep, restrictor fittings with hole size under 1/16" inch.

Thank You, I currently have abpoout a week til I am home.
I already have a 5000 psi guage in line.
The 13.6 gpm pump only has a 1 inch suction tube fitting so I cannot go any bigger than the 1 inch I have.
I am seriously thinking that the strainer is the issue, hopefully that is all.
If not maybe it is the fittings, I will try the suction first, then check all else.
I will let you all know the outcome as soon as I get home. Thanks for the advice and support.
