Those surface cuts don't hurt the tire a lot, the rubber on the tread is very thick. The sidewall is what you have to watch. If it has a lot of splits in the rubber that go pretty deep the tire is going to fail sooner rather than later. Ofcourse, there are always shields and innertubes that can be put in the tire to lengthen life.
