Here in Minnesota they cut every ditch they can find. The interstate is put out for bids. My county sprays the road ditchs for weeds and posts a notice that the ditch hay should not be cut until after a certain time. My ditch yields three round bales. IT is funny to see all the round bales sitting along a 50 mile stretch of road.
