Looks like a piece of tubing with the ends flared. A tubing flaring tool might work. I do think buying a new lock is the way to go.

Go to Boltdepot.com and look at *** bolts and mating screws see if that will work.

No parts available for the cover. What I did was drilled out the hollow rivet Inserted a ss 5/16 tube inside . Flared one end before inserting and then enlarged the other end with a flared punch neck.
Good for another 15 years.
