If new valvestems and a good cleaning would remove the rust, yes. It looks to me like the rims have a "rust stain" from the valvestem rather than a rusted rim.

For the record here, we're the ones owning this. Its our tech who screwed up the bolts, and largly us stepping up to the plate with some good solutions. I don't mind our name being attached to this.Thanks to MrWhippy for really trying to keep things from getting ugly as often happens when these things end up online.

Knowing Messick's as a competitive dealer and as a member of the TBN community, I'd say take option #1 no question. With half a lifetime of being a customer of equipment dealerships and almost 20 years of dealership experience myself, I can tell you with all certainty that the guys that do setup and pre-delivery work at most dealerships are often not the most fastidious, well-trained and motivated among the shop's employees. I would be absolutely certain that Messick's would assign a trained and capable mechanic to replace the damaged components. They have service techs that travel all over the Mid-Atlantic area doing complicated troubleshooting and repair on machines whose value is 20 to 40 times that of a Workmaster with a complexity level extending well beyond that which the average TBN member would believe existed in modern farm equipment.

This is not a Mom & Pop store here with one guy out back turning all the wrenches.
I have been known to tell my customers that the severity of any problem is less important than the manner in which the problem is resolved. You have been given reasonable options, I strongly urge you to choose option #1 and let the unfortunate situation be rectified.

I agree with RickB. I have heard very little bad about Messicks (and have had good dealings with them in NH Mo-Co parts), so I would take option one now that I know that they are the dealer.

We decided to swap tractors and the dealer has been outstanding in facilitating this. I've said it many times over the years,

It's not the mistake, it's how the mistake is handled.
