I have a BX2370 and I have 221 hours and I am wondering when I should change my fuel filter?

My filter is cheap so I do so annually.
Generally a visual inspection will tell you when it needs to be done. (water, rust or other crud)
Your manual might suggest an interval as well.

Agree with Piloon, why not change it....not a lot of money to spend on the upkeep of an expensive machine.

I just went through almost the exact situation. I would mow for awhile, then lose power, stop mowing and just sort of play with the throttle to get it to rev up again and then go back to mowing until it happened again. It went from happening about once an hour to every ten minutes over the course of a month.

In my case, I think it was my fuel pump. I replaced the old one with a new Airtek electric fuel pump from Amazon.com and the difference has been night and day. I even think that I have more power with a smoother running engine then I did when it was brand new!!!
