I have a Ford 2120 HSS tractor. Engine runs great. When I am mowing with the tractor slows down and the PTO slows down under load like climbing a hill. This has just started. Has been working great for several years. I have replaced the hydraulic filter and made sure the hydraulic fluid is full. The tractor will slow to a crawl. This happens in low and med gear. Can anyone help. Thanks

Sounds like a clutch slipping. I don't know if you have a separate clutch or not that you have to press to start the tractor.

I read this the engine is dropping in rpm. If correct my guess the pto is not the issue it is because the load on the engine just happens to be the load is a pto implement. So look for the normal items such as fuel flow issue and air flow would be where I go first. Change the fuel and air filters. Check the fuel flow out the filter if possible and the air intake system for some kind of rat or wasp nest in it.

I do have a clutch that I have to depress.

I have changed the air filter and fuel filter. The rpms stay high during this issue

Have you tried adjusting the clutch pedal free play?

I agree with you.I would check the fuel delivery from the tank through the filter to the injector pump. A clogged tank strainer, a pinched fuel line, a clogged filter head, wrong installation of filter O-rings, etc, can reduce fuel delivery and limit power output. the tractor will start and run but will not have full power capability because fuel flow is limiting. Crud in the fuel tank that partially blocks the tank outlet strainer is a very common cause of these situations.

If the engine RPM stay at PTO speed, and the PTO slows or stops, then the clutch is slipping.
Assuming the PTO is live and not driven by the hydro pump. I don't know how that tractor is configured.
