I have wire wrapped around the spindle stopping the blades but how does one get to it?

If you can't get the blades off you'll have to carefully go in with something to cut the wire (maybe a dremel) and unwind it. Sometimes it gets wrapped in pretty tight.

Find the end, use some pliers and try to pull & unwind it out. It won't be easy. Make sure you support the cutter with something other than the 3pt hitch. You don't want your bad day to get worse.

just to add to this - put heavy wood blocking down on at least four points and rest the mower on those to make it more stable. Even though it is heavy, when you're below it pulling on the wire , it could still move.

best method may be to flip it over with a loader, or tip it up on its side against a large tree or something so that it is easier to work with the wire and much less risk if you getting crushed.

May have to get really radical and remove blades and "pan" (stump jumper) ... Wrapped wire is always a problem... Might even tilt it up 90° and secure to something solid to get access....

I had this happen. I removed the blades to get all the wire out as some broke off close to the bolt, was still jamming the blade, and the only way to get to it was to remove the blade.
